A practical guide to turning public concern into accountable action in Lebanon

A public problem can be well known and still remain unresolved. A report may reveal it, a campaign may bring people together, and an official may promise to act. The next question is often harder:

which person or institution can make the necessary decision, and how can people outside the state move them to do it?

The Path of Least Resistance helps campaigners, civil society organisations and affected communities answer that question. It maps Lebanon’s accountability mechanisms and shows how evidence, organised public pressure and formal action can work together to pursue a concrete outcome.

Use it to identify an appropriate route, the person who can activate it, the records and deadlines that matter, and the steps needed to turn a decision into a change people can verify.

Start with what you want to change. You might need a public record, a corrected tender, a parliamentary question, an investigation, a court remedy, a functioning regulator, or implementation of a law already passed. Those outcomes require different powers and different people to exercise them.

How the framework works

Record → Claim → Trigger → Gatekeeper → Scrutiny → Determination → Execution → Learning

First establish what happened and what should change. Then identify the action that opens the relevant route: a request, complaint, referral, filing, question or decision. Where only a particular person can take that action, a campaign may need to recruit that gatekeeper. Follow the matter through scrutiny and decision, then check whether the responsible authority carries out the result and changes its practice.

A published report is not automatically a remedy. A complaint is not automatically an investigation. A favourable decision is not automatically implemented. Each is a possible step towards the outcome.

Choose where to begin

The guide is a tool for planning, learning and collaboration. Before any time-sensitive filing or public allegation, verify the operative Arabic law, standing, procedure and current institutional practice with appropriately qualified advice. Protect affected people, sources and sensitive material from avoidable exposure.
